The Hi-Tech Park in Belarus, founded in 2005, has become an important centre of innovation and technological development in the country. It combines dynamic startups and mature companies that achieve success in the international arena. In the context of rapid changes in the global economy and technology, companies operating in the HTP actively develop software, games, artificial intelligence, biotechnology and many other areas. They not only create competitive products and services but also contribute to forming an ecosystem that promotes Belarus’s IT industry’s growth and development. In this article, we will look at the key areas of activity of companies in the Hi-Tech Park, as well as the advantages of cooperation with EOR companies for investors in the IT sector and residents of the Hi-Tech Park.

What is a High-tech Park

The Hi-Tech Park (HTP) is not only a separate territory on the Belarus map but also a special legal regime. The HTP legal regime unites residents of the HTP regardless of their territorial location in Belarus. HTP residents can be registered anywhere in the country.

On the territory of the HTP, which is located in Minsk, there are premises for renting and holding events. The HTP’s management bodies are also located there: the HTP Supervisory Board and the HTP Supervisory Board Secretariat.

To become an HTP resident, a company or an individual entrepreneur who works in the IT field must develop a business project to develop their business. This business project and other documents are considered first by the Secretariat of the HTP Supervisory Board and then by the Supervisory Board. The HTP Supervisory Board decides on admission to the HTP residents. In confirmation of admission to residents, the Secretariat of the Supervisory Board issues a Certificate to residents and includes them in the register of HTP residents.

Why IT is Beneficial for IT Companies to be Residents of the Hi-Tech Park

Residents of the Hi-Tech Park in Belarus receive several significant advantages that make their activities more profitable and successful:

1. Tax Benefits
Residents are exempt from paying several taxes, including income tax, value-added tax, and other mandatory payments. This allows companies to significantly reduce costs and direct funds to business development.

2. Benefits of Currency Regulation
HTP provides simplified conditions for conducting foreign economic activity. Residents can work with foreign clients without unnecessary bureaucratic procedures, which helps to attract investments.

3. Access to Highly Qualified Personnel
Belarus is famous for its high level of education in IT. HTP residents have access to a wide range of qualified specialists, not only from Belarus, which facilitates the recruitment process and allows them to form effective teams.

4. Infrastructure Support
The Hi-Tech Park provides its residents with modern infrastructure, including offices, coworking and conference rooms. It creates a comfortable environment for work and cooperation.

5. Government Support
The Government of Belarus actively supports the development of the IT sector, including funding for research, training programs, and other initiatives. It creates additional opportunities for business growth and development.

6. Community of Like-Minded People
HTP is a place where technology companies and startups are concentrated. Residents have the opportunity to share experiences, find partners, and collaborate to achieve common goals.

These factors make residency in the Hi-Tech Park extremely attractive for IT companies seeking to develop and compete internationally.

What Can HTP Resident Companies do

Not all companies can become HTP residents; only those carrying out certain high-tech activities can. The state defines the list of such activities and includes more than 40 provisions. To become an HTP resident, you must perform one or more activities from this list.

Here are examples of the types of activities available to HTP residents: design, development and implementation of information systems and software, including computer games for various platforms, as well as issuing permits for the use of software and transferring exclusive rights.

The following tasks are provided within the framework of this activity:

  • Software development based on individual customer requests.
  • Design and implementation of automated control systems.
  • Provision of services for implementing, supporting, and maintaining information systems and software developed by residents of the Hi-Tech Park and third parties.
  • Training users to work with these systems and software.
  • When implementing the software, companies prepare the necessary documents, design solutions and support the integration process.
  • Companies also test and refine software, create databases, provide access, and provide maintenance.

Resident companies of the Hi-Tech Park also:

How Can an Investor Find Out What a Certain HTP Company Does

If you have the company’s name or its PIN ( payer ID number/ accounting number of the payer), you can refer to the online register of HTP residents to find out what this organization does.

This feature is available on the Hi-Tech Park’s website in the HTP Residents section. To search, enter the company’s name or PIN in a special field. A window will appear with information about the company, its website, and the type of activity in the HTP resident status.
